Mill River Road Stormwater Improvement

Friends of Northern Lake Champlain (FNLC) seeks to retain the services of a general Contractor (Contractor) for the construction of a stormwater improvement project consisting of the implementation of a new plunge pool, culvert outlet stabilization, and a stormwater infiltration chamber system along Mill River Rd in Georgia, Vermont.

Purpose
The purpose of this Invitation to Bid/ Request for Proposals (RFP) is to solicit proposals and to establish a contract for the purchase of these services and to comply with Local and State Clean Water Service Provider requirements for funding. Davis Bacon wage rates are not required.


This invitation sets forth the instructions for submitting proposals, the procedure, and criteria by which the Owner will select one Contractor, and the contractual terms by which the Owner proposes to govern the relationship between itself and the selected Contractor. This RFP, with any negotiated amendments, describes the full scope and nature of the services the Contractor shall provide. The Owner has retained an Engineer to act as a representative of the Owner for the duration of this project.

Construction of new plunge pool and a stormwater infiltration chamber system

This project is being completed to treat, reduce, and slow stormwater runoff that currently flows along Mill River Rd.

 

Scope of Work
The Contractor shall complete the following task items for the bioretention area:

1. MOBILIZE & INSTALL PROJECT DEMARCATION FENCE.
2. INSTALL EROSION CONTROL MEASURES INCLUDING SILT FENCE
3. EXCAVATE FOR PLUNGE POOL SYSTEM AND CONSTRUCT THE SYSTEM
4. INSTALL STONE PAD AT CULVERT OUTLET
5. EXCAVATE FOR THE MC-3500 INFILTRATION CHAMBER SYSTEM AND CONSTRUCT THE SYSTEM
6. STABILZE SITE AREA
7. PROJECT CLEAN UP


Bid and Construction Schedule

  1. August 13, 2025 - Invitation to bid issued

  2. August 20, 2025 @ 9:30 AM Mandatory Pre-Bid Meeting & Site Walk. Watershed Consulting will review project site and answer questions. Meet at 9:30 AM at MillRiver Rd just east of the Georgia Shore Rd intersection. Parking is available just west of this intersection at 44.78042947161047, 3.14407589255785

  3. September 5, 2025 Proposals Due to Watershed Consulting (kerrie@watershedca.com) no later than 1 PM.

  4. Approximately September 10, 2025, 2025 - Project Award Notification Sent

  5. Kick-off Meeting and Construction Commences (time TBD)

  6. Final Completion by December 2025 is required

Proposal Preperation and Submission Requirements

Bidders must submit a signed Cost Proposal to the Owner. Proposals must be submitted

electronically. The proposals must be delivered by the date and time noted below and identified as follows:​
