A Request for Bids (RFB) is an open call for contractors, consultants, or partners to submit a bid to carry out a specific water quality project. These projects support our mission to reduce pollution, restore habitats, and protect our local waterways.

Friends of Northern Lake Champlain (FNLC) seeks to retain the services of a general Contractor (Contractor) for the construction of a floodplain restoration consisting of bench cuts.
Purpose
Friends of Northern Lake Champlain (FNLC) seeks to retain the services of a General Contractor (Contractor) for the construction of a floodplain restoration project consisting of the implementation of bench cuts and plantings along the Mill River in Georgia, Vermont. Details of the project are provided on the following pages and in the attached construction drawings prepared by Fitzgerald Environmental Associates (FEA).
The purpose of this Invitation to Bid/ Request for Bid (RFB) is to solicit proposals and to establish a contract for the purchase of these services and to comply with Local and State Clean Water Service Provider requirements for funding. Davis Bacon wage rates are not required. This invitation sets forth the instructions for submitting proposals, the procedure, and criteria by which the Owner will select one Contractor, and the contractual terms by which the Owner proposes to govern the relationship between itself and the selected Contractor. This RFB, with any negotiated amendments, describes the full scope and nature of the services the Contractor shall provide. The Owner has retained an Engineer to act as a representative of the Owner for the duration of this project.
Scope of Work
This project is being completed to improve floodplain access and restore riparian habitat along this reach of the Mill River to increase sediment retention and phosphorus removal during flood events.
1. The Contractor shall complete the following task items for the bench cuts:
2. MOBILIZE & INSTALL PROJECT DEMARCATION FENCE. (FEA TO REVIEW AND STAKE OUT PROJECT AREA WITH CONTRACTOR AT A PRE-CONSTRUCTION MEETING)
3. INSTALL EROSION CONTROL MEASURES INCLUDING SILT FENCE
4. EXCAVATE THE BENCH CUT AS SHOWN ON THE PLANS AND RELOCATE CUT MATERIAL (TOTAL CUT ≈ 1,200 CY) TO TWO DISPOSAL AREAS ONSITE AS SHOWN ON THE PLANS.
5. STOCKPILE SOIL FROM THE BENCH CUT IN DESIGNATED AREAS
a. Landowner requests the dirt pile to be located near the manure pit.
b. Remaining fill may be spread on-site following the corn harvest.
c. If preferred, remaining fill may alternatively be trucked off-site by the contractor, as indicated in the bid.
6. SPREAD SOIL FROM BENCH CUT IN DESIGNATED AREAS
7. SEED AND MULCH BENCH CUT AREAS (AREA ≈ 15,000 SF). REPLANT BENCH CUT AREAS WITH NATIVE SHRUBS AND TREES AT 10’ SPACING. CONTRACTOR IS RESPONSIBLE FOR PURCHASING AND ACQUIRING ALL PLANTS NEEDED FOR THE PROJECT.
8. RESTORE OR STABILIZE ALL DISTURBED AREAS, INCLUDING DISPOSAL AREAS, AS NEEDED AND CLOSE OUT PROJECT SITE.

June 16, 2026: Mandatory Pre-Bid Meeting/ Site Visit. Design Engineer (Fitzgerald Environmental Associates) will review the project site and answer questions. Meet at 1304 Polly Hubbard Road, Georgia, VT 05478 @ 9:00 AM
June 19, 2026: Deadline for Questions
June 24, 2026: Response to Questions
July 2, 2026: Deadline for Submission of Bids
July 10, 2026: Notification of Bid Selection
September-October, 2026: Construction Window (Dependent on corn harvest or contractor self-haul of fill)
October 31st, 2026: Target Completion
Proposal Preparation and Submission Requirements
Bidders must submit a signed Cost Proposal to the Owner. Proposals must be submitted electronically. The proposals must be delivered by the date and time noted below and identified as follows:

Confirmation that all elements of the scope of work and schedule as described above, and shown on the plans, can be met.

A list of personnel and an explanation of prior experience. Provide up to two examples of work on projects similar to this scope of work.
